Born in 1964 in Kishinev.

In 1986 graduated from the Kishinev State University (Physics Department). In 1989 completed the graduate study in the Institute of Applied Physics of Moldavian Academy of Science. He worked in this Institute as a leading specialist until 1991. Then he turned to a business and successfully finished study at the special faculty of the Academy of National Economy at the Government of the Russian Federation. Has a license of a "registered representative" of NASD Association.
